European Energy has won two Contracts-for-Difference (CfD) tenders in France on the agrivoltaic parks Les Mathiaux and La Forge, located in the municipality of Saint-Voir in the Allier department. These are the first CfD tenders won by European Energy in France.
The tender was organised by the French energy regulatory commission (CRE – Commission de régulation de l’énergie). The CfD’s for the two projects cover a combined installed capacity of 15 MW, and the total capacity of the two parks is 21.2 MW.
European Energy began developing the projects in 2021, with designs structured to anticipate future agrivoltaic regulatory frameworks, ahead of the formal enactment of the APER law in France to accelerate renewable energy production.

Throughout the development phase, particular attention was given to environmental, agricultural, and technical requirements to ensure compatibility with local conditions and national regulatory expectations.
The successful selection of both projects in the CRE tender reflects the level of preparation and coordination involved in the bidding process.
Construction and commissioning of the agrivoltaic parks are scheduled for 2027. European Energy continues to evaluate how projects in its French development pipeline can be advanced and commercialised, in line with market and regulatory frameworks.
“France represents a key market for European Energy, with a development pipeline that continues to expand across multiple technologies. Projects such as those in Saint-Voir illustrate the depth and maturity of the portfolio currently under development in the country, so we expect the Saint Voir cluster to be the first of many,” says Thorvald Spanggaard, EVP and Head of Project Development at European Energy.
European Energy is currently developing more than 1 GW of projects in France.
