Poland's First Nuclear Plant Moves Forward with Westinghouse-Bechtel, PEJ Agreement

Polish Prime Minister, U.S. Energy Secretary and Project Partners Mark Launch of Next Project Phase

The Westinghouse-Bechtel consortium and Polskie Elektrownie Jadrowe (PEJ) announced the signing of an Engineering Development Agreement (EDA). The agreement marks the next step in advancing the three-unit AP1000® project in Choczewo, Pomeranian Voivodeship and was witnessed by Polish Prime Minister Donald Tusk and US Energy Secretary Chris Wright.

The EDA sets the framework for critical preparatory efforts, including site development, regulatory documentation, and geological studies, which are needed to secure permits and maintain momentum toward construction. The EDA will remain in effect until the execution of the Engineering, Procurement, and Construction (EPC) agreement, targeted for the end of 2025.

“The strong partnership between our two countries is united by a long history of steadfast friendship and shared values, and I am proud to be here to mark this significant milestone for the United States and Poland,” said U.S. Energy Secretary Chris Wright. “This first of a kind intergovernmental agreement, which began during President Trump’s first term, will provide Poland enormous levels of energy security and create tens of thousands of Polish and American jobs. It will truly be a joint endeavor that will include not just the construction of a very large power plant that will power the Polish economy for decades to come, but also marks the start of a long-term nuclear cooperation between the United States and Poland that will result in building future reactors.”

The project will deliver energy independence and long-term economic benefits in Poland by creating highly-skilled jobs and expanding opportunities for Polish businesses to participate in the nuclear supply chain. The consortium has prioritized local hiring and supplier engagement, hosting seven supplier symposia reaching more than 700 subcontractors across Poland. It will also create or sustain tens of thousands of jobs in the United States in manufacturing and engineering.

The AP1000 unit is the only operating advanced Generation III+ reactor with fully passive safety systems, modular construction design and the smallest footprint per MWe on the market. There are six AP1000 reactors currently setting operational performance and availability records worldwide with twelve additional reactors under construction and four more under contract. There will be 18 units based on AP1000 technology in operation globally by the end of the decade. The AP1000 technology has also been selected for nuclear energy programs in Ukraine and Bulgaria and is also under consideration at multiple other sites in Europe, the United Kingdom, India and North America.
