Russia and Ethiopia Advance Preparations for Nuclear Power Plant Project

The key focus of the Moscow meeting was exploring concrete steps to advance nuclear energy development in Ethiopia

On October 20, 2025, a meeting was held in Moscow between Gedion Timotheos, Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia, and Nikolay Spasskiy, Deputy Director General for International Relations at the State Corporation “Rosatom”.

The discussion focused on advancing bilateral cooperation in the peaceful use of nuclear energy, with particular emphasis on the implementation of the Action Plan signed between “Rosatom” and the Ethiopian Electric Power Corporation on September 25 during the World Atomic Week (WAW 2025).

Cooperation between Rosatom and Ethiopia in the peaceful use of nuclear energy began in 2019 with the signing of the first intergovernmental agreement. In 2023, the parties approved a cooperation roadmap and initiated preparatory work for the Nuclear Science and Technology Center project in Ethiopia. Throughout 2023 and 2024, both sides steadily advanced preparatory studies for the project. The newly signed Action Plan in 2025 marks the launch of a structured, outcome-driven stage, which includes conducting a comprehensive feasibility study for the nuclear power plant.
